Incentive programs

The catalog of federal, state and local incentive programs, each value quoted from the official page: what it holds, coverage, and the API (part of API access).

View as Markdown

Cadastre keeps a catalog of the economic-development incentive programs that federal, state and local governments offer businesses: tax credits, grants, loans and loan guarantees, property tax abatements, sales and use tax exemptions, training grants, infrastructure funds, bond financing and zones. Each program is read from the government's own official page and reviewed by Cadastre before it is shown. It is part of API access (write to support@getcadastre.com to ask for it).

What a record holds

Every value comes with the sentence it was quoted from on the page (evidence) and the page itself (source_url). A field the page does not state is null: unknown, never a guess.

FieldWhat it is
name, aliasesThe program's name as the page gives it, and other names or acronyms it uses
jurisdictionlevel (federal, state, local), key (us, a state FIPS, or a county or place GEOID), name, state, cbsa for a local government
administering_agencyThe agency or authority that runs it
mechanismtax_credit, grant, loan, loan_guarantee, abatement (property tax), exemption (sales and use tax), training_grant, infrastructure, financing_bond, zone_designation, other
discretiondiscretionary (negotiated, competitive, approved case by case) or statutory (available to anyone who meets the criteria), when the page says
eligibility_summary, industries, naics_codesWho qualifies; NAICS codes only when printed on the page
min_jobs, min_investment_usd, wage_requirementThresholds as stated
benefit_summary, benefit_max_usd, benefit_basisWhat the benefit is, its stated cap and how it is computed

last_verified_at, verified_byWhen the record was last confirmed against its page: human (reviewed by Cadastre) or agent (re-read unchanged since)

Coverage

The catalog reads the official program pages of federal agencies, every state and the District of Columbia, and the local governments of the largest metros. Some agencies' sites refuse automated readers, and some sites' terms do not allow reuse; programs from those pages are not shown. A government with no programs listed is not covered yet: unknown, not one without incentives. Programs are never added up across governments, and the catalog is separate from Opportunity Zones, which are designated places, not programs.

API

state (a USPS code or FIPS) gives federal programs, the state's own and its local governments'; metro (a CBSA code, region id or slug) gives federal programs, those of each state the metro lies in and its local governments'; mechanism narrows to one kind; page and per_page (up to 200, default 50) page through. Each answer's attribution lists the agency and page of every program in it, and meta.note repeats what a program is and is not. An account without API access is answered 403 api_access_required, and a request without a credential 401. While the catalog awaits approval for the API, the answer is an empty list with meta.available set to false; the app's page shows the reviewed programs meanwhile. A value Cadastre's reviewers corrected is listed in edited_fields and has no quote. The full description is under Incentives in the API reference.

MCP and the app

The MCP server offers the same answers as the incentive_programs tool. In the app, a project's Markets step links to Incentive programs, which lists, for each target market, the federal, state and local programs, each with its mechanism, the figures as the page states them, its quoted sentences and a link to the page.
